Our Vision Statement

WCPA Officers for 2008

Who We Are
The members of the Wisconsin Concrete Pavement Association (WCPA) are Wisconsin-based contractors, cement and ready-mix producers, manufacturers, and suppliers.

WCPA has represented members to industry and the public since 1952. We are recognized as the voice of the concrete pavement industry in Wisconsin. Our office in Madison allows close communication with the DOT.

Members receive ongoing communication about the concrete industry through this website, quarterly newsletters, ongoing e-mail updates, and in-person events.

What We Do
Our full-time staff works continuously to promote and improve the concrete pavement industry through:

Developing quality standards, methods specifications, and technologies

Performing analyses of concrete pavement through oversight and/or review of concrete pavement research projects

Collecting and maintaining market information to ensure delivery of a competitive, cost-effective product
Cooperating with government engineering staff and transportation consulting firms
Partnering with state, city, village, and county governments to ensure quality construction
Providing college scholarships to develop future industry leaders

WCPA hosts and participates in many industry meetings, working with public and private organizations to share the latest concrete pavement industry information.

A sampling of our schedule:

Monthly WCPA member informational meetings in Madison and WisDOT regional office cities

Annual Municipal Concrete Pavement Workshop

Annual meeting with each WisDOT Region to discuss design and construction issues
Quarterly meetings of the WCPA/WisDOT Concrete Pavement Technical Committee
Quarterly meetings with the WisDOT Secretary and Administrators offices
American Concrete Pavement Association events and meetings
Federal Highway Administration, WisDOT, Wisconsin Aviation Conference, and Transportation Research Board meetings
Political fundraising events as requested

Our educational workshops and training programs cover the latest advances in concrete pavement technology. We educate and train engineering staff on how to design, build and maintain concrete pavements.

A Brief History
The Wisconsin Concrete Pavement Association formed in 1952, following President Eisenhower’s announcement of the creation of an interstate highway system. Inspired by his experience on Germany’s Autobahns during WWII, Eisenhower believed a network of highways could help move troops across the U.S. quickly in case of war.

Wisconsin’s concrete paving contractors embraced Eisenhower’s vision. The interstate system meant business for them and jobs for their workers. To take advantage of the opportunity, they decided to organize. By working together as a group, they could work more efficiently with the Wisconsin Highway Department, keep up with advancements in equipment and methods, and make sure Wisconsin received its fair share of Federal dollars.

The first meeting of the WCPA was held at the Plankinton House Hotel in Milwaukee on January 8, 1952. Thirteen companies attended the meeting, chaired by N.M. Isabella. In November 1954, WCPA hired its first Executive Director, G.I. Germond, and has had a professional staff to support our members ever since.

Our Vision Statement
“The WCPA will be recognized as the statewide representative for the concrete pavement industry by: providing a resource for education and research, developing new markets and technology and fostering a membership dedicated to building meaningful public and private partnerships for the purpose of promoting the use of concrete pavement as the best pavement value.”
